An unemployed man from Bletchingley described as bringing “misery to the lives of local people with his relentless anti-social behaviour,” has been given a seven-year Anti-Social Behaviour Order (ASBO).

David Peers, 45, of Barfields, appeared at South East Surrey Magistrates Court on June 25 and was given an ASBO applying in England and Wales which will run until June 24, 2016.

The order bans Peers from being drunk in public places.

The prohibitions for the ASBO include Peers being prohibited from being drunk and/or behaving in a verbally abusive and/or threatening manner which he knows, or ought to have known, to be intimidating or distressing to any member of the public in a public place.

The ASBO also bans Peers from entering Redhill town centre as bounded by Queensway, London Road, the A23, High Street, Cromwell Road, Marketfield Way, Princess Way and the A25.

He is also banned from Redhill, Reigate and Merstham Pub Watch public houses or social clubs, including any future amendments or additions.

The ASBO further bans Peers from consuming or carrying alcohol in an open vessel in a public place unless as a paying customer on licensed premises which he is allowed to enter.

Neighbourhood specialist officer for Redhill town, PC Doug Stott, said: “David Peers has a history of drinking and disorderly behaviour in Redhill town centre.”

He said: “Despite extensive intervention by Surrey Police and our partner agencies, Peers has not shown a positive change in his behaviour and has continued to verbally abuse and be aggressive towards local businesses and residents.

“So far this year, Peers has been arrested and charged 11 times, mainly for public order offences.

“On one occasion, Peers was seen urinating on shop windows - something which is utterly despicable and totally unacceptable.”

He said: “Surrey Police has an extensive track record for taking a zero-tolerance approach to anyone who behaves in an anti-social way.

“I would like to reassure the Redhill community that we will always take robust action to stamp out the kind of disgraceful behaviour caused by Peers.

“David Peers brought misery to the lives of local people with his relentless anti-social behaviour and I would encourage members of the public to work with us and let us know if individuals are in breach of their ASBO conditions.”
